Ulkar Sattarova is actively engaged in a Ph.D. program in the School of Governance of the School of Business and Economics, Maastricht University .
Ulkar Sattarova is the Director of the State Agency for Science and Higher Education in Azerbaijan. Before her current role, she held the position of the Chairperson of the Quality Assurance Agency in Azerbaijan. In 2021, she worked as Advisor to the Minister of Science and Education of the Republic of Azerbaijan. With over a decade of experience in higher education management and a background as a researcher at the Institute of Control Systems of the Azerbaijan National Academy of Sciences, she has established herself as a highly esteemed expert.
Ulkar Sattarova holds a B.Sc. degree in Applied Mathematics, followed by an M.Sc. in ICT and system analysis. Subsequently, currently, she is actively engaged in a Ph.D. program in the School of Governance at Maastricht University.
